THIS NOTICE (ATTACHED) CLARIFIES
REPORTING REQUIREMENTS OF P.L. 96-510 WHICH ARE CURRENTLY IN
EXISTENCE. THE PRINCIPLE INTENT OF THE NOTICE IS TO LIMIT IMMEDIATE
NOTICE TO EPISODIC, NONROUTINE, UNANTICIPATED OR ACCIDENTAL
RELEASES OF HAZARDOUS SUBSTANCES WHICH EQUAL OR EXCEED REPORTABLE
QUANTITIES TO THE ENVIRONMENT. THE NOTICE ALSO DEFERS NOTICE OF
ROUTINE, CONTINUOUS OR ANTICIPATED INTERMITTENT RELEASES, AND
REQUESTS COMMENTS ON HOW TO IMPLEMENT THIS REQUIREMENT OF THE
ACT.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
