12 CFR 543,2 ABD SECTUIB 5(A) OF THE
HOME OWNERS LOAN ACT REQUIRES THAT THE BANK BOARD ACT ON REQUESTS
BY ORGANIZING GROUPS FOR PERMISSION TO ESTABLISH A NEW FEDERAL
ASSOCIATION. THE APPLICATION FOR A FEDERAL ASSOCIATION CHARTER IS
USED TO EVALUATE WHETHER THE APPLICANT GROUP HAS MET THE STATUTORY
AND REGULATORY CRITERIA, AND ESTABLISHMENT OF THE NEW ASSOCIATION
WOULD NOT PLACE AN UNDUE RISK ON THE FSLIC.
