Abstract: THE RULES APPLY PERSONS IN THE UNITED STATES WHO ARRANGE, OFFER, ADVERTISE OR PROVIDE PASSAGE ON VESSELS HAVING BERTH OR ACCOMMODATIONS FOR 50 OR MORE PASSENGERS AND EMBARKING PASSENGERS AT U.S., PORTS. SUCH PERSONS MUST ESTABLISH FINANCIAL RESPONSIBILITY TO MEET LIABILITIES FOR NONPERFORMANCE OF VOYAGES OR FOR DEATH OR INJURY TO PERSONS OR OTHER PERSONS ON VOYAGES TO OR FROM U.S., PORTS.
