Abstract: THE MOTOR CARRIER ACT OF 1980 STATES ONE OF THE OBJECTIVES OF OUR TRANSPORTATION SYSTEM IS TO INCREASE THE PARTICIPATION OF MINORITY-OWNED MOTOR CARRIERS.
