Abstract: THE RULEMAKING PROVIDES A PROCESS TO SAFEGUARD AGAINST THE SUBSTITUTIO OF FEDERAL TIMBER FOR EXPORTED PRIVATE TIMBER BY AFFILIATES OF BUREAU OF LAND MANAGEMENT TIMBER PURCHASERS. THE FORMS IDENTIFIED UNDER ITEM 12 WILL BE USED TO PROTECT AGAINST SUBSTITUTION BY AFFILIATES OF PURCHASERS.
