Terms of Clearance: This request for clearance is approved for use with the understanding that the Department may modify the pretest instrument during the cours of the pretest. Should the pretest results indicate the desirability o modifying the study instrument to be used in the full scale collection effort, the Department is to request a revision of this approval befor proceeding. The increase in the number of respondents, from 4,350 as shown on the SF 83 to 4,690 as shown on this notice, is based on information provided by the program manager about the size of the pretest sample and the sample for the full scale collection effort.

Abstract: THIS EFFORT WILL PROVIDE A MORE CREDIBLE BASIS FOR ESTIMATING UNREPORTED INCOME OF INFORMAL SUPPLIERS (MOONLIGHTERS AND OFF-THE-BOOK SUPPLIERS) OF GOODS AND SERVICES WHO ARE UNLIKELY TO REPORT THIS INCOM DENIAL OF THIS REQUEST WOULD LIMIT OUR ABILITY TO ESTIMATE THE TAX AND ECONOMIC IMPACT OF UNDERGROUND ECONOMIC ACTIVITY.
