Abstract: IN CERTAIN CASES IT IS NOT POSSIBLE FOR EPA PERS TO DETERMINE WHETHER OR NOT PARTICULAR VEHICLES OR ENGINES WERE ORIGINALLY PRODUCED IN COMPLIANCE WITH FEDERAL EMISSION STANDARDS. IN THESE CASES WE ASK THE MANUFACTURER TO REVIEW BUILD DATA TO DETERMINE CONFORMITY STATUS AT THE TIME OF MANUFACTURE.
