Approved on the
condition that EPA evaluate and report to OMB the necessity to
track test vehicles at the end of the testing period. If the number
of vehicles exempted is relatively small, then OMB qestions the
impact of these vehicles on air quality. In its comments the agency
should consider other means of decreasing the likelihood that a
non-conforming vehicle is introduced into general use.
