Abstract: THE 1977 AMENDMENTS TO THE CLEAN WATER ACT AUTHORIZED THE TRANSFER OF THE EXISTING 404 PERMIT PROGRAM FROM THE CORPS OF ENGINEERS TO QUALIFI STATES. THESE STATE PROGRAMS MUST MEET MINIMUM REQUIREMENTS FOR APPROVAL AND OPERATION AS SET OUT IN EPA'S CONSOLIDATED REGULATIONS. IN APPROVED STATES APPLICANTS WILL SUPPLY THE INFORMATION TO THE STATE RATHER THAN TO THE CORPS.
