disapproved the quarterly and annual reports. These reports serve
to update the initial notification reports, and EPA has other means
of determining whether fuel composition has changed. Further
reporting should be required only when EPA learns of such a change.
If EPA wishes to justify periodic reporting, it should be on an
annual basis only.

EACH ANNUAL REPORT INFORMS EPA OF THE
CHEMICAL COMPOSITION, METHODS OF CHEMICAL ANALYSIS, AND FUEL
CHARACTERISTICS OF A SINGLE GASOLINE FU BLEND. EPA USES THE DATA TO
MONITOR POLLUTION CHARACTERISTICS OF THE FUEL.
