Abstract: INTERVIEW GUIDES WILL BE USED TO ELICIT INFORMATION FROM INDIVIDUALS IN LOCAL, STATE, AND FEDERAL AGENCIES WHO HAVE BEEN INVOLVED WITH THE PROGRAM IN 30 NEIGHBORHOODS IN 20 CITIES. THESE GUIDES WILL ENABLE HUD TO COLLECT DETAILED DATA ON HOW THE PARTICIPATING CITIES ADMINISTER A HOUSING AND COMMUNITY DEVELOPMENT PROGRAM UNDER THE AUTONOMY PROVIDED BY NSA.
