The Department
has not provided sufficient evidence that the subjectiv information
which is collected will provide an adequate basis for futu policy
decisions. The subjective nature of much of the information which
would be collected through this survey makes its practical utility
to the Department questionable. Furthermore, it is not necessary
for the proper performance of the functions of the Department,
especially where, as here, there has been inadequate investigation
into the availability of this data from other, less burdensome,
sources.
