Abstract: THIS CONGRESSIONALLY-MANDATED STUDY IS BENG UNDERTAKEN TO EXAMINE CHANGES IN DSTRICT PRACTICES THAT HAVE OCCURRED SINCE THE EDUCATION AMENDMENTS OF 1978. THE 1982-83 REAUTHORIZATION HEARINGS FOR ESEA TIT I WILL BE INFORMED BY THIS DESCRIPTION OF THE WAYS TITLE I PROGRAMS OPERATE LOCALLY, AND LOCAL EDUCATORS' VIEWS ON THE STRENGTHS AND WEAKNESSES OF THE TITLE I LEGISLATION.
