Abstract: THIS RULEMAKING REVISES THE REGULATONS NEEDED TO IMPLEMENT THE SECTION OF THE LAW WHICH PERTAINS TO FEDERAL-AID FUNDING FOR HIGHWAY R&D (23 USC 307(C) ). IT ALSO IMPLEMENTS THE INFORMATON COLLECTION REQUIREMENTS OF OMB CIRCULAR A-102, ATTACHMENTS I AND N.
