Abstract: THE PURPOSE OF TSCA SECTION 8(E), A SELF-EFFECTUATING PROVISION, IS TO ENSURE THAT INFORMATION WHICH REASONABLY SUPPORTS THE CONCLUSION THAT CHEMICAL SUBSTANCE OR MIXTURE PRESENTS A SUBSTANTIAL RISK OF INJURY TO HEALTH OR THE ENVIRONMENT IS BROUGHT TO THE EPA'S ATTENTION IMMEDIATEL UPON DISCOVERY.
