Abstract: CONGRESS REQUIRES THE COAST GUARD (14 U.S.C. 83) TO AUTHORIZE PRIVATE AIDS TO NAVIGATION IN WATERS SUBJECT TO THE JURISDICTION OF THE UNITED STATES. THIS APPLICATION IS USED BY THE COAST GUARD TO DETERMINE IF AUTHORITY TO ESTABLISH A PRIVATE AID SHOULD BE GRANTED TO THE RESPONDENT.
