Abstract: THIS REGULATION WOULD RELIEVE FOREIGN INDIRECT AIR CARRIERS FROM THE PROVISIONS OF THE FEDERAL AVIATION ACT WHICH PREVENT THEM FROM ORGANIZAING CHARTER/TOURS OR CONSOLIDATING FREIGHT IN INTERSTATE AND OVERSEAS AIR TRANSPORTATION (SEE ATTACHED NPRM - DOCKET 39744, DATED JUNE 25, 1981).
