Abstract: THE PROPOSED AMENDMENT WOULD PROVIDE AN EXCEPTION TO RULE 15B10-9 (ADOPTED IN 1972) FOR CERTAIN SECO BROKER-DEALERS THAT DELIVER TO THEI CUSTOMERS A DISCLOSURE DOCUMENT CONTAINING CERTAIN FACTS. THE PROPOSE AMENDMENT WILL FACILITATE COMPLIANCE WITH THE RULE FOR CERTAIN SECO BROKER-DEALERS AND WILL PROVIDE INVESTORS WITH ACTS OF SIGNIFICANCE IN A SELF-UNDERWRITTEN OFFERING.
