Abstract: CHANGES TO A WATERFRONT FACILITY'S OPERATIONS MANUAL MAY BE REQUIRED FROM TIME TO TIME. THE CHANGES MAY BE PROPOSED BY THE COAST GUARD CAPTAIN OF THE PORT OR THE FACILITY OWNER OR OPERATOR. THIS REPORT IS THE MECHANISM USED TO MAKE THE AMENDMENT.
