Abstract: 46 USC 71(B), 46 CFR 69.17 -- YACHT OWNERS OF VESSELS OVER 5 NET TONS HAVE THE OPTION TO LICENSE OR "ENROLL AND LICENSE" AS A VESSEL OF THE UNITED STATES. THIS SIMPLIFIED METHOD GREATLY REDUCES THE BURDEN ON THE PUBLIC AND THE FEDERAL GOVERNMENT.
