This information clearance request is conditionally approved to 15
January 1982. Before that time, this item must be resubmitted with
a complete review package, including a detailed justification
statement which explains the need for and use of this requirement
and which explains the burden hour estimate and re-estimate. In
addition, FRA should submit a more detailed response to the OMB
memo of October 2, 1980, regarding the Locomotive Daily Inspection
Record. In particular, this response should include a more detailed
analysis of the safety and effectiveness of this recordkeeping
requirement, and a more detailed consideration of alternatives to
the present inspection system.

LOCOMOTIVES SO THEY ARE SAFE FREE OF DEFECTS AND THAT THEY CAN BE
PLACED IN SERVICE WITHOUT UNNECESSARY PERIL TO LIFE OR
