Terms of Clearance: DOT no. 1753 -- This information clearance request is conditionally approved to 15 January 1982. Before that time, this item must be resubmitted with a complete review package, including a detailed justification statement which explains the need for and use of this requirement and which explains the burden hour estimate and re-estimate. In addition, FRA should submit a more detailed response to the OMB memo of October 2, 1980, regarding the Locomotive Daily Inspection Record. In particular, this response should include a more detailed analysis of the safety and effectiveness of this recordkeeping requirement, and a more detailed consideration of alternatives to the present inspection system.

Abstract: THE LOCOMOTIVE INSPECTION ACT 45 USC, SECTION 22-34, REQUIRES RAILROADS TO INSPECT, REPAIR AND MAINTAIN LOCOMOTIVES SO THEY ARE SAFE FREE OF DEFECTS AND THAT THEY CAN BE PLACED IN SERVICE WITHOUT UNNECESSARY PERIL TO LIFE OR LIMB.
