Abstract: THIS PROGRAM PROVIDES COMPREHENSIVE AND CLEARLY-DEFINED PRACTICES TO ASSIST THE NON-EXEMPT BROADCAST APPLIANT IN DEVELOPING AN EFFECTIVE EE PROGRAM AND MAY BE USED BY THE LICENSEE FOR SELF EVALUATION.
