Abstract: THIS APPLICATION FORM IS NECESSARY IN ORDER TO MAKE ANNUAL GRANTS TO APPLICANTS. THE INFORMATION CONTAINED IN THE APPLICATION IS USED TO DETERMINE ANNUAL FUNDING LEVELS TO GRANTEES. IN ADDITION, INFORMATION IS EXTRACTED FROM THE APPLICATION WHICH IS USED TO PREPARE REPORTS FOR CONGRESS, OMB, AND THE GAO.
