Abstract: THIS APPLICATION IS TO BE USED BY STATE AND LOCAL EDUCATION AGENCIES AND INSTITUTIONS OF HIGHER EDUCATION FOR APPLYING FOR FEDERAL ASSISTAN UNDER TITLE IV OF THE CIVIL RIGHTS ACT OF 1964. AWARDS ARE MADE TO HELP SOLVE PROBLEMS RELATED TO ELIMINATING DISCRIMINATION ON THE BASIS OF RACE, SEX AND NATIONAL ORIGIN IN PUBLIC ELEMENTARY AND SECONDARY SCHOOLS THROUGHOUT THE NATION.
