Abstract: RULES PROMULGATED BY THE DEPARTMENT OF ENERGY PURSUANT TO THE OMNIBUS BUDGET ACT (OBRA) REQUIRE OWNERS AND OPERATORS OF ELECTRIC POWERPLANTS WHICH HAVE RECEIVE PROHIBITION ORDERS TO ELECT WHETHER THEY WILL CONTINUE TO BE COVERED UNDER PROVISIONS OF THE POWERPLANT AND INDUSTRIAL FUEL USE ACT IN LIEU OF COVERAGE UNDER OBRA.
