appears to contain recordkeeping requirements for which there is no
stated retention period, e.g., section 30.51(a) & (b). Steps
should be taken to define clearly what retention periods are
required. In addition, section 30.51 suggests that Parts 31-35 also
contain related reporting and recordkeeping requirements. What
efforts have been made to avoid duplication and to assure
accounting of the burdens imposed by these various parts? In
addition, section 30.34(e) (4) appears to be openended authority to
require any recordkeeping the Commission wants. Steps should be
taken either (1) to define the recordkeeping requirements, or (2)
to carry out internal management controls to assure that OMB is
given a copy of any document implementing this regulatory
requirement to permit OMB to determine how this provision is being
used.
