THE STATE WIN PLAN IS THE BASIC
PLANNING AND MANAGEMENT TOOL UTILIZED BY THE NATIONAL AND REGIONAL
OFICES TO ENSURE COMPLIANCE WITH LEGISLATION, REGULATIONS, AND
NATIONAL OFFICE GOALS. IT IS ALSO THE VEHICLE FOR PROVIDING INITIAL
AND FINAL ALLOCATION LEVELS TO STATE AGENCIES.
