the procedures used to develop the composite estimate of emissions
used in waiver decisions. These procedures appear to inflat the
variance of the emission estimates, compromising the practical
utility of the information collection. OMB's concerns are largely
limited to this statistical issue, EPA having responding fully to
OMB' earlier questions regarding the burden of the collection.
