Abstract: PERSONNEL WORKING ON UNITS ENGAGED IN OIL AND GAS EXTRACTION ACTIVITIE ON THE OCS ARE REQUIRED BY 43 U.S.C. 1356 TO BE CITIZENS OR LAWFULLY ADMITTED ALIENS. EMPLOYERS WOULD BE REQUIRED TO MAINTAIN RECORDS DEMONSTRATING COMPLIANCE. THE INFORMATION WILL BE USED BY THE COAST GUARD FOR LAW ENFORCEMENT. THE EFFECTIVE DATE WILL BE THE EFFECTIVE DATE OF FINAL RULE.
