This request for
clearance is approved for use through March 1982. This extension
will allow the Federal Reserve System's weekly collection of
similar data for calculating certain monetary aggregates to become
operational. With the institution of this additional reporting by
the Federal Reserve, there is no longer a compelling reason for the
thrice-monthly reporting required by the FHLBB. After expiration of
this approval, the Bank Board may want to consider collecting its
thrice-monthly data on a quarterly basis for a year to help verify
the Federal Reserve data. For approval of more frequent reporting
on a long-term basis, the FHLBB must demonstrate using historical
data that the use of quarterly statistics in the past would have
resulted in higher financing costs for the Bank Board in the bond
market. The Bank Board must also indicate that quarterly reporting
is not frequent enough for deregulatory purposes. Finally, the
FHLBB should again consider using a stratified sample for its
reporting if it requests an extension of this approval.
