This request for
clearance is approved for use through April 1982. The FHLBB's
expected revision of this report must be submitted by Feb. 15, 1982
if OMB is to extend approval by the expiration date. The support
ing statement for the revision is expected to address the issues
raise by OMB in its letter of Oct. 20, 1981. The Board's interim
package of Dec. 29, especially the discussion of alternatives to
current reportin was a good start in responding to several of our
concerns. Adoption o several of the strategies should result in a
substantial reduction in paperwork burden. The final package should
address why the Board rejected any of the alternatives for burden
reduction. The final package should also answer those questions
raised in OMB's Oct. 20 letter, but not addressed in the interim
resubmission. In particular, the Board is to provide: 1) a detailed
description of the method of estimating and calculating the burden,
2) a discussion of th alternative of submitting a copy of each
register to the FHLBB, thereb eliminating the S&L's data
tabulation and 1192-o, 1192-p and 1192-q. (The Board, although not
necessarily examination personnel, could tabulate the data
instead), and 3) an analysis of the program efforts implementing
the Civil Rights Act of 1968 by other federal agencies which
regulate financial institutions. This discussion should indicate
the progress in completing the FFIEC's report to the Congress on
reducing duplication in this area.
