Abstract: PRETEST INSTRUMENT TO COLLECT STATISTICALLY VALID PRIMARY SOCIAL/ ECONOMIC DATA ALTERNATIVE METHODS CANNOT PROVIDE, TO MEASURE PUBLIC SENTIMENT ON BLM ACTIONS. IMPACT ASSESSMENT FOR NEPA COMPLIANCE, PUBL INPUT TO RESOURCE PLANNING. WOULD ALLOW MANAGERS TO MEASURE VIEWS OF GENERAL PUBLIC AGAINST INTEREST GROUP PRESSURES FOR MORE BALANCED DECISIONS.
