Abstract: THIS INFORMATION COLLECTION REQUIREMENT IS NEEDED TO IDENTIFY OPERATORS IN THE TONNAGE RANGE (250 TONS TO 100,000 TONS/YEAR) AND THEREFORE SMALL COAL MINE OPERATORS POSSIBLY QUALIFIED TO RECEIVE ASSISTANCE UNDER OSM'S SMALL OPERATOR ASSISTANCE PROGRAM (SOAP) STAFF IN EACH REGION USES THIS INFORMATION TO KEEP THE SMALL OPERATORS ABREAST OF PROGRAM DEVELOPMENTS.
