THE NATION MINING AND MINERALS POLICY
ACT OF 1970 (PUBLIC LAW 91-631) MAKES IT INCUMBENT UPON THE
SECRETARY OF THE INTERIOR TO BE INFORMED OF AND TO INFORM THE
CONGRESS OF DEVELOPMENT IN MINERAL INDUSTRIES INCLUDING POTENTIAL
CRISES THEREIN. TO PROVIDE GOVERNMENT POLICY- MAKERS AND
DECISIONMAKERS WITH A READY MINERAL ANALYTICAL CAPABILITY FOR
PEACTIME USE, AND IN EMERGENCY SITUATION SUCH AS PROVIDED FOR UNDER
THE STRATEGIC CRITICAL MATERIALS STOCK PILING ACT OF 193
