Abstract: SECTION 103 AND III OF P.L. 91-173, AS AMENDED BY P.L. 95-164, AUTHORIZES THE ASSISTANT SECRETARY OF MSHA TO INVESTIGATE, OBTAIN, AND UTILIZE INFORMATION PERTAINING TO ACCIDENTS, INJURIES, AND ILLNESSES OCCURING OR ORIGINATING IN MINES.
