Approved for three years on condition that EPA explain its statement that consolidated waiver proceedings will "decrease substantially... the person-hours that applicant manufacturers will be required to expend in future proceedings." If this means that fewer hours will be needed for each application, OMB would like to know when this policy change will result in a decrease in EPA's total burden estimate. (The burden reduction does not seem to have showed up in this submission, which is the same as EPA's last ICB submission.)
