THE FOLLOWING CONDITION IS ADDED TO THE APPROVAL OF INFORMATION REQUES NUMBER 2127-0500 WHICH WAS SUBMITTED BY THE NATIONAL HIGHWAY TRAFFIC ADMINISTRATION. THIS CONDITION REFERS TO THE REGIONAL SURVEY BEING CONDUCTED IN THE BALTIMORE SMSA. 1) AS STATED IN THE JUSTIFICATION STATEMENT THE REGIONAL SAMPLE WILL BE AD HOC. AN AD HOC SAMPLE DOES NOT PERMIT VALID COMPARISONS ACROSS DIMENSIONS. FURTHER IT DOES NOT ALLOW GENERALIZATION OUTSIDE THE SPECIFIC SETTING OR POPULATION OBSERVED. IT DOES ALLOW DEVELOPMENT OF SOME GENERAL PERCEPTIONS ABOUT THE SPECIFIC OBSERVATIONS. OMB CAUTION NHTSA TO OBSERVE THIS LIMITATION IN ITS ANALYSIS AND USE OF THE DATA. 2) THE JUSTIFICATION STATEMENT TRIES TO TIE THIS REGIONAL SAMPLE TO TH NATIONAL. IN REALITY THESE TWO COMPONENTS ARE TWO DIFFERENT SURVEYS SIMILAR ONLY IN THAT THEY BOTH DEAL WITH SEAT BELT USAGE. THE NATIONA SAMPLE SHOULD PROVIDE NATIONAL STATISTICS ON THE POPULATION WITH TELEPHONES. HOWEVER, NO ATTEMPT SHOULD BE MADE TO USE THE REGIONAL AND NATIONAL SAMPLES IN THE SAME ANALYSIS. 3) WE WOULD ALSO LIKE TO EMPHASIZE THAT CARE SHOULD BE TAKEN TO SCREEN BUSINESS TELEPHONES FROM THE NATIONAL SAMPLE.
