Abstract: PRESCRIBES UNIFORM RULES AND REGULATIONS GOVERNING THE FILING OF TIME/VOLUME RATES. IT WILL ELIMINATE THE PRESENT CONFUSION AND IMPRECISION SURROUNDING EXISTING TIME/VOLUME RATES AND THEIR RELATED TARIFF PROVISIONS. IT WILL ALSO PERMIT THE COMMISSION TO MONITOR THE USE OF TIME/VOLUME RATES TO ENSURE THAT THEY COMPLY WITH THE TERMS OF THEIR RELATED CONTRACTS AND THE SHIPPING ACT, 1916.
