the following conditions: 1. EPA must promulgate a waiver provision
for the comparison test specified in 40 CFR 265.93 before the
expiration date for this for this clearance in extended. This
waiver must not put the complete burden of developing an alternate
comparison test on the facility. 2. EPA must promulgate an
exception reporting system for all groundwater monitoring data
generated after the first effective year of the groundwater
monitoring program (i.e., the initial four quarters of monitoring
data). This exception reporting system is to be promulgated before
the expiration date for this clearance is extended. 3. EPA must
submit a plan for reevaluating the appropriateness of the current
statistical comparison test in 40 CFR 265.93 before the expiration
date for this clearance is extended.

MONITORING OF LAND DISPOSAL FACILITIES
FOR GROUND WATER CONTAMINATION WILL IDENTIFY THE EXISTENCE AND
EXTENT OF SUCH CONTAMINATION AT FACILITIES AT AN EARLY STAGE SO
THAT RESTORATION OF GROUND WATER QUALITY AT A LOWER COST IS
POSSIBLE.
