Abstract: P.L. 91-458. RECORDS OF ACCIDENTS AND EMPLOYEE INJURIES ARE ESSENTIAL FOR EFFICIENT AND SUCCESSFUL SAFETY PROGRAMS, BOTH FOR THE CARRIER AND THE INSPECTOR. RECORDS PROVIDE THE MEANS FOR AN OBJECTIVE EVALUATION OF THE OVERALL SAFETY PROGRAM OF A GIVEN RAILROAD FACILITY AND TO IDENTIFY HIGH-RATE LOCATIONS WHERE INSPECTIONS SHOULD BE FOCUSED.
