THE MEANS FOR AN OBJECTIVE EVALUATION OF THE OVERALL SAFETY PROGRAM
OF A GIVEN RAILROAD FACILITY AND TO IDENTIFY HIGH-RATE LOCATIONS
WHERE INSPECTIONS SHOULD BE FOCUSED.
