With the
exception of several questions on the proposed survey, this request
for clearance is approved for use through January 1985. Disapproved
are essentially the "what if" questions--B59-B63 on money market
funds as well as questions B12-B17 and B22-B27 on IRAs. The
non-factual nature of these questions will allow the respondents to
interpret the queries in a variety of ways. Given the hypothetical
nature of the questions, it is also not clear how much serious
thought respondents give to their answers. As a result of these
problems, the "what if" questions appear to have little practical
utility, which is one of the criteria OMB must consider under the
Paperwork Reduction Ac in evaluating information collection
requests. Since the responses to these questions are of
undetermined value, there is no federal purpose in collecting the
information. The request for approval has been granted for three
years with the understanding that current procedures regarding
submission and revisio of questions will continue to be followed.
OMB must clear all questio before they are used in pretests by SRC.
The Center in cooperation wi the FRB staff can make technical
changes in the questions at any time that will clarify the
respondents' understanding. The FRB must submit for approval,
however, any changes in the substance of the questions o the
addition of any new substantive questions.
