Abstract: SECTION 3 OF THE CHILD NUTRITION ACT OF 1966 (P.L. 89-642, AS AMENDED 42 U.S.C. 1773) AUTHORIZES THE SPECIAL MILK PROGRAM FOR CHILDREN. THE REGULATIONS SUBMITTED WITH THIS PROPOSAL SET FORTH: (A) POLICIES FOR THE ADMINISTRATION OF THE PROGRAM BY STATE AGENCIES AND FOR ITS OPERATION BY LOCAL LEVEL ORGANIZATIONS, AND (B) REQUIREMENTS GOVERNING RECIPIENT ORGANIZATIONS' APPLICATION FOR THE INITIATION OF PROGRAM OPERATIONS AND THE RECEIPT OF PROGRAM FUNDS.
