Abstract: THE DATA ARE NEEDED TO ESTABLISH A NATIONAL PICTURE OF THE MOST BASIC STATE PROGRAM CHARACTERISTERS OF LIHEAP. THE DATA WILL BE PRIMARILY USED TO RESPOND TO CONGRESSIONAL QUESTIONS DURING TESTIMONY ON THE FY 1982 PROGRAM AND THE FY 1983 LIHEAP BUDGET PROPOSALS.
