Abstract: THE PROTECTION AND ADVOCACY PROGRAMS ARE DESIGNED TO PROTECT AND ADVOCATE THE RIGHTS OF PERSONS WITH DEVELOPMENTAL DISABILITIES. THESE SYSTEMS ARE OPERATIONAL IN ALL STATES AND TERRITORIES WHCIH RECEIVE FEDERAL ASSISTANCE UNDER DEVELOPMENTAL DISABILITIES LEGISLATION. THIS FORM WILL DOCUMENT THE PROGRAM GOALS AND OBJECTIVES OF THESE SYSTEMS AS DEFINED BY THE STATES FOR A THREE-YEAR PERIOD.
