Abstract: EXISTING MANUFACTURING, COMMERCIAL, MINING, AND SILVICULTURAL DISCHARGERS MUST REPORT THE DISCHARGE OF ANY TOXIC POLLUTANT NOT LIMITED IN THEIR PERMIT WHICH EXCEEDS SPECIFIED LEVELS. THESE DISCHARGERS MUST REPORT THE USE OF MANUFACTURE OF ANY TOXIC POLLUTANT NOT REPORTED IN THE PERMIT APPLICATION. THIS INFORMATION IS USED BY THE PERMITTING AUTHORITY TO DECIDE IF PERMIT MODIFICATION IS NEEDED.
