Abstract: THE SECTION 305(B) STATE REPORTS TO CONGRESS ON WATER QUALITY CONDITIONS AND AN ANALYSIS OF THESE REPORTS IS MANDATED BY THE CLEAN WATER ACT. EPA PROVIDES GUIDANCE TO THE STATES TO ENSURE A COMMON UNDERSTANDING OF THE ESSENTIAL FEATURES OF THESE REPORTS. COMPLIANCE WITH THE GUIDANCE ASSISTS EPA IN DEVELOPING A BALANCED UNDERSTANDING OF PROGRESS, PROBLEMS AND APPROACHES RELATING TO STATE WATER QUALITY CONDITIONS.
