SECTION 1421(B) OF THE SAFE DRINKING
WATER ACT MANDATES THAT THE EPA PROMULGATE MINIMUM REQUIREMENTS FOR
EFFECTIVE PROGRAMS TO PREVENT UNDERGROUND INJECTION WHICH ENDANGERS
DRINKING WATER SOURCES. THE LAW EXPLICITLY STATES THAT THE MINIMUM
REQUIREMENTS SHALL INCLUDE INSPECTION MONITORING, RECORD KEEPING
AND REPORTING (SEC. 1421(B)(C)). THIS INFORMATION IS NEEDED FOR THE
EVALUATION OF THE PROGRAM'S EFFECTIVENESS.
