Conditions of
clearance: FEMA will develop alternate methods which will permit
them to eliminate the requirements that surveys be conducted on a
yearly basis, FEMA will develop controls over the survey to assure
that the respondant population consists of a truely random group
and that responses are not susceptible external manipulation. The
agency will detail these controls to OIRA prior to conducting any
surveys and FEMA will apprise OIRA of the results of any survey,
including any consequent actions taken regarding utilities involved
and local governmental units.

FEMA AND THE NUCLEAR REGULATORY
COMMISSION HAVE ISSUED JOINT CRITERIA WHICH REQUIRE USE OF A
POPULATION SURVEY INSTRUMENT FOR THE APPROVAL OF ALERTING AND
NOTIFICATION SYSTEMS AROUND COMMERCIAL NUCLEAR POWER STATIONS.
APPROVAL WILL BE BASED ON PUBLIC RESPONSE TO ACTUAL FIELD
TEST.
