Abstract: THIS GUIDE PRESCRIBES POLICIES AND PROCEDURES FOR COMPILING AND REPORTING STATISTICAL INFORMATION ON MOTOR VEHICLES, MOTOR FUEL, DRIVERS, HIGHWAY TAXATION AND FINANCE, AND RELATED SUBJECTS. THIS INFORMATION PROVIDES FHWA, CONGRESS, AND THE STATES WITH THE MAJOR PORTION OF THE SOURCE AND REFERENCE MATERIAL FOR SOME OF THE ABOVE ITEMS AND THE ONLY SOURCE FOR OTHERS AT THE STATE AND LOCAL LEVEL.
