Abstract: COMPARATIVE PERFORMANCE OF COOPERATIVE AND PROPRIETARY FIRMS IS NEEDED TO EVALUATE THE IMPACT OF PUBLIC POLICIES DESIGNED TO PROMOTE COOPERATIVES. ACS, USDA WILL USE THE INFORMATION IN PROGRAM PLANNING AND EVALUATION, IN ANALYZING PROPOSED CHANGES IN REGULATION AND LEGISLATION, AND IN TECHNICAL ASSISTANCE STUDIES.
